The 2018 Biennial Moderate Income Housing Report identifies the efforts of Heber City to promote moderate income housing within the City during 2017-2018. Moderate income housing includes homes that cost no more than 30% of a family’s gross annual income for families earning 80% ($57,070 in 2016) or less of the Area Annual Median Income ($71,337 in 2016). This report is submitted to the State of Utah every two years.
